If you’ve read Freud’s “Five Lectures of Psychoanalysis” or know anything about Freud, you might find this image funny. Throughout all lectures, Freud talks about repressed wishes, dreams, and hysteria in general and connects them all back to sexual tendencies. He even had a whole lecture about how children go through psychosexual stages of development. So this meme is describing how people who have a general idea about Freud and don’t really understand why he is obsessed with sex. Freud’s counterargument for this “public” opinion is to sarcastically repeat what they said.
